Call to Order
The Charlevoix Township Board meeting was called to order by Supervisor Center with Board Members Christiansen, Rajewski, Witherspoon and Williams.
The minutes of the two special meetings and the Regular September 9, 2019 Board meeting were accepted.
The financial report was given by Treasurer Williams. As of the end of September, the General Fund was at $499,397.75; Water Fund $132,109.65; the Fire Department $129,889.58; Trust and Agency $2,513.93; Fire Department Bond Retirement fund $137,969.66; and the Fire Station Construction Account $785,028.98. The quarterly report was reviewed and discussed.
Water Department: Dan Riley gave an update on projects he is currently working on.
Fire Department: 1) Main engine is getting repaired; 2) The cost and need of six bullet proof vests at $2160 were discussed. Christianson made the motion with Rajewski supporting, to purchase the bullet proof vests. Motion carried unanimously. (M-46-19)
Zoning Department: Reviewed and discussed report provided by Mr. Ferguson.
Public Comments: Susie Simon has a home on Pleasant Street and is having an issue with deer on her property with sleeping, eating plants, scat, etc. and asked for an update on what the Township plans to do.
Luther Kurtz discussed his progress on a trail from Waller Road to downtown. He is working with contacting all property owners and would like an easement to cross along the edge of the Township Fire Department property. A 30 foot easement was requested to accommodate a10 foot trail and landscaping. Williams made a Motion with Rajewski supporting, to approve the pursuit of the easement for the bike trail pending that the design review meets with property integrity. Motion carried unanimously (M-47-19)
Zoning Permit fees were discussed. It was suggested the rates be $25 for a sign; $75 for residential and $150 for commercial property. Williams made a Motion, with Christianson supporting, to approve the increase of zoning permit fees for $25 for a sign; $75 for residential property and $150 for commercial property. Motion carried unanimously (M-48-19)
Scott Dianda from the cannabis micro business Tranquility Fields, spoke about the new franchise business. He going around to the communities in Michigan to explain the Tranquility Fields business model and let them know that they are out there and interested in the area.
Update from Supervisor: A leaf pick up plan has been initiated.
Rajewski made the Motion, with Williams supporting, to allow the Clerk to pay bills presented. Motion carried unanimously. (M-49-19)
Announcements: Hydrant Flushing schedule: October 21st for the south side; October 28th for the north side. This information located on the website. Discussed having yard signs posted to notify residents.
