Call to Order

Members Present: Supervisor Chuck Center, Dan Ulrich, Kate Stewart and Theda Williams. Sandy Witherspoon was absent.

Agenda: Approved as presented.

Minutes: The Minutes of the Regular Meeting on October 10, 2022 and the Minutes of the Special Meeting held October 19, 2022 were reviewed. Williams made the Motion, with Ulrich supporting, to approve the minutes as presented. (M64-22)

Financial Report

Treasurer Williams was present to discuss the accounts as of the end of October, the General Fund was at $457,362.89, the Water Department was at $164,241.94; the Fire Department was at $286,716.16; Trust and Agency was at $2,452.88; and Fire Department Millage Account was at $171,622.69. A payment of around $140,000 will be made in December from this account. The Budget was reviewed and discussed. Stewart made the Motion, with Ulrich supporting, to approve the Treasurers report. All in favor. Motion carries unanimously. (M65-22)

Departments

Water department: Dan Riley was present to give an overview of the water department. They had a very busy month. Had one emergency call out in Pine Point; Water production is down; Well update project is going well and should be completed soon; The well painting project was discussed; Hydrant flushing went well.

Recreation Department: Dan Riley gave an overview of the Recreation Department. The irrigation system has been put away for the winter. They have been busy with leaf collection. Getting quotes on the garbage containers.

Fire Department: Dan Thorp was present to discuss the Fire Department. Reviewed and discussed recent calls. Lease truck has been received. Discussed quote to equip the truck with lights/sirens. Stewart made the Motion with Williams supporting, to approve the purchase. All in favor. Motion passed unanimously. (M66-22) Thank Supervisor Center for his work for the Township and expressed his appreciation.

EMS: None at this time.

Zoning Administrator Report: John Ferguson’s Zoning Administrator was reviewed and discussed.

Public Comment: None

 

New Business

Common Angle: Matt from Common Angle was present to discuss the needed changes to IT issues. The quote for the needed equipment and software to fix the remaining issues was reviewed and discussed. Stewart made the Motion, with Williams supporting, to approve the quote of $15,240.72 as presented. (M67-22) All in favor. Motion carries unanimously.

Charlevoix Youth Soccer: Marlene Golovich requested that Charlevoix Township submit a grant on their behalf to the Grand Traverse Bay Band to purchase all new soccer balls for Charlevoix Youth Soccer. grant on their behalf. Discussed the Township apply through the County for items needed. Williams made a Motion, with Stewart supporting, to have the deputy clerk pursue the grant with the Grand Traverse Bay Band for soccer equipment. All in favor. Motion carries unanimously. (M68-22)

Supervisor Update: None

Correspondence: Dan Ulrich wanted to thank Sandy Witherspoon, Marlene Golovich, Betty Martin and all the election staff for the many hours they worked on the election. Everyone did an amazing job.

Ulrich made the Motion, with Williams support to pay the bills as presented. (M-69-22)

Announcements: Williams and others expressed their appreciation Supervisor Chuck Center for all of his work and dedication to the Township.
