Call to Order

The Charlevoix Township Board meeting was called to order by Supervisor Center with Board Members Christiansen and Williams present. Nancy Rajewski and Sandy Witherspoon were absent.

The minutes of the Regular October 14, 2019 Board meeting were accepted with correction.

Financial Report

The financial report was given by Treasurer Williams. As of the end of September, the General Fund was at $439,915.58; Water Fund $147,237.06; the Fire Department $129,889.58; Trust and Agency $3,347.93; Fire Department Bond Retirement fund $137,969.66; and the Fire Station Construction Account $552,145.17.

Departments

Water Department: Two bids were discussed. The first is a bid for new chlorine pumps which enables them to use straight chlorine instead of having to mix it themselves and is highly accurate. Christianson made the motion with Williams supporting, to purchase the four chlorine pumps. Motion carried unanimously. (M-50-19) The next bid discussed was for repairs/raising of the fire hydrants. There are many hydrants low to the ground. The work will spread out through several seasons. Christianson made the motion with Williams supporting, to begin the repair/raising of the fire hydrants. Motion carried unanimously. (M-51-19)

Fire Department: Briefly discussed items needed for the station; The foam truck should be back soon; discussed scheduling an open house for January or later in the spring when people return.

Public Comment: Joanne Curtis asked about the purpose of the old fire station, which will be used for the water and maintenance department.

Maureen LaBlance asked about what the Township is going about short term rentals. That matter is currently with the Planning Commission.

New Business

1) A bid for a security system for the new fire station was discussed. Christianson made the motion with Williams supporting, to purchase the security system. Motion carried unanimously. (M-52-19)

2) A bid to replace the roof on three pump houses was reviewed and discussed. Christianson made the motion with Williams supporting, to purchase the four chlorine pumps. Motion carried unanimously. (M-53-19)

3) The bid for purchases for the Fire Station was reviewed and discussed. Christianson made the motion with Center supporting, to purchase the items needed for the fire department. Motion carried unanimously. (M-54-19)

Supervisor Update: The tentative move in date for the Fire Station is December 13, 2019

Christianson made the Motion, with Williams supporting, to allow the Clerk to pay bills presented. Motion carried unanimously. (M-55-19)

Public Comments: Joanne Curtis asked what the Township is doing about the deer population. Suggested working closely with the City to control deer population. Michigan House of Representatives has passed to unban the feeding of deer, which still need to go before the Senate, which could further increase the population. She believes the population needs to be reduced humanly.

The new water bill and cost savings of the new meters was discussed.

The landscaping at Krist was discussed in making sure it is keeping up with their landscaping requirements.

Darlene Klien and Tom Kapanowski spoke regarding their concern about the amount of short term rentals in the area.
