March 17th, 2021 Planning Commission

Call To Order

Abbie Hart called the meeting to order at 7:00pm. Other members present: Dan Ulrich, Josh Glass and Ron Fratrick. Absent: Nancy RajewskiOthers Present: Supervisor Tim Kochanny (by Zoom), Bob Jess and attorney John Jarema. Minutes of the February 17, 2021 were discussed. Ulrich moved that the minutes be approved, Glass seconded. A vote was taken and the Motion carried unanimously.

Old Business

Review of Recreational Marijuana Ordinance

A draft of the proposed recreational marijuana ordinance was discussed. John Jarema spoke about the amount of facilities to be allowed in each category. Signage regulations were discussed. The selection process as to how the application would be accepted was discussed. All this needs to be in place prior to the Ordinance being completed. It was decided to adjust the proposed ordinance to accept two class b in the industrial district; and two retail; one of each on each side of the bridge. Discussed getting further input from the current Township Board as to whether they will still want to proceed with and “opt in” and proceed with the ordinance

Glass made the Motion, with Ulrich supporting, for the proposed recreational marijuana ordinance to include up to two retail establishments and up to two class b/growers in the industrial zone. All in favor and the Motion passed unanimously.

Public Comment: Keith Garrett, from Ottawa Innovations, spoke regarding the wish to build a marijuana retail establishment on the north side of town. He stated that one dispensary gives over $200,000 to the Township. It would also help with tourism, jobs and revenue.

Correspondence: Short term rental feedback was received. The board voted to approve the Ordinance with a few adjustments. They have received calls regarding the proposed recreational marijuana ordinance. Dan Ulrich talked with Larry Sullivan to discuss the Ordinance further.

Discussed reviewing the Master Plan. New census numbers will be available before the end of the year and would be a good time to complete the required review.

Suggested that the Planning Board take advantage of MTA training.

Public Comment: Discussed the progress on the proposed Ordinance.

Other: Discussed the next meeting date of April 14, 2021.
