Call to Order
The Charlevoix Township Board meeting was called to order by Supervisor Center with Board Members Christianson, Rajewski, Witherspoon and Williams present.
The minutes of the Regular March 9, 2020, were accepted.
The financial report was given by Treasurer Williams. As of the end of April, the General Fund was at #804,626.17, Water Fund was $156,234.23 Fire Department 8,596.13, Fire Station Construction $816.92, Fire Station Bond Reduction $155, 886.34 and Trust and Agency $7,247.17. As of this year, money from the general fund has not been transferred to the Fire Department. There are a few things that need to be completed at the Fire Station.
Water Department: Will have a couple water taps to complete when able. Ran into an issue with hydrant risers. Busy with Miss Dig. MDOT is doing shoulder blacktopping to prepare for road work next spring.
Discussed a system allows an electronic tracking record of valves, hydrants, shows where curb stops are located, was discussed. Assets of the Township could also be included
Fire Department: Might need to transfer funds for fire truck. He has ordered new masks, which are on back order. He discussed needing to sit down with Hayes Township and renew contract. Marion Township is up in June. Discussed the possibility of increases, if needed. Discussed applying for a grant for smoke alarms, turnout gear and escape ladders.
Supervisor Report: John Ferguson report was reviewed and discussed. Public Comment: None
Soccer Field Irrigation: There is currently no irrigation from the fence edge of the soccer field to the parking lot. Would like to add a zone to the back where the stones are currently located. Christianson made the motion, with Williams supporting, to approve the bid of $6,823.50 to add the irrigation. (M-08-20)
The Pie plate was scheduled to be refurbished last year but was not completed. Expert Finishes has submitted a bid to refurbish the Pie plate. Rajewski made the Motion, with Witherspoon supporting, to accept the bid as presented. (M-09-20) Motion passed unanimously.
Mowers are old and need to be replaced. Bids for three types of mowers were reviewed. Jason has recommended the Scag mowers. The current mowers ages are 2003, 2007, and a 2014; The bid includes two mowers and a thatcher, bagger and striping kit. Christianson made the Motion, with Rajewski supporting, to accept the bid from Fergusons in the amount of $25,000 for both mowers. (M-10-20) Motion pass unanimously.
Justin discussed the prices for refurbishing tennis and basketball courts. Three different bids were reviewed and discussed. Supervisor Center recommended that due to the current siution, the matter be tabled until fall or spring. Pickle Ball usage on the tennis courts was discussed.
Drost tree service will be doing the branch chipping the second week of June. Waiting to hear from Waste Management about when they will be able to do trash pick up service.
Discussed getting pricing on shrubs/landscaping for the Fire Hall. Boxwoods were suggested.
Correspondence: There were many letters were received regarding Short Term Rentals.
Rajewski made the Motion, with Williams supporting, to allow the Clerk to pay bills presented. Motion carried unanimously. (M-11-20)
