Call to Order

The Charlevoix Township Board meeting was called to order by Supervisor Center with Board Members Christiansen, Rajewski and Williams. Witherspoon absent due to a medical emergency.

The minutes of the regular June 10, 2019 Board meeting were accepted.

Financial Report

The financial report was given by Treasurer Williams. As of the end of June, the General Fund was at $618,098.58; Water Fund $47,541.52; the Fire Department $23,284.85; Trust and Agency $1.00 Fire Department Millage $137,898.33; and the Fire Station Construction Account $1,422,374.80. A clean copy of the budget was given to the Board for further review and discussion. Totals for the year should be available by the August meeting.

Departments

Water Department: The pumps in wells 1, 2 and 3 have been replaced and are now up and working.

Fire Department: None

Zoning Department: The new zoning administrator, John Ferguson, was introduced.

New Business

The appointment of Patrick Malewitz to the Charlevoix Township Hospital Finance Authority was discussed. Williams made the Motion, with Rajewski supporting, to approve the appointment of Patrick Malewitz to the Charlevoix Township Hospital Finance Authority. Motion carried unanimously. (M-33-19)

Attorney Harry Golski was present to discuss the recreational marijuana law. The State of Michigan and LARA indicated that you could opt out by ordinance or a resolution. A resolution was decided last month to simplify matters. Since the law speaks in terms of ordinances not resolutions, Mr. Golski recommends that an ordinance is more binding and recommends an ordinance in furtherance of the Resolution, be adopted. The ordinance can be changed by Board in the future, if needed. Christianson made the Motion, with Rajewski supporting, to approve the Prohibition of Recreational Marijuana Establishments Ordinance. Motion carried unanimously. (M-34-19)

Correspondence: Faxes were received from Mr. Haggard regarding the prohibition of marijuana establishments. It was stated that in the regulations, LARA could make changes to ordinances if they find an area being underserved.

Rajewski made the Motion, with Williams supporting, to allow the Clerk to pay bills presented. Motion carried unanimously. (M-35-19)

Public Comment: Mr. Haggard had sent a fax regarding municipalities and townships controlling deer population. It was suggested that the Township and City work together on the issue.
