Call To Order

The Charlevoix Township Board Meeting was called to order by Supervisor Kochanny with Board Members Stewart, Ulrich, Williams and Witherspoon.

The minutes of the Regular meeting held November 9, 2020 were accepted.

Financial Report

The financial report was given by Treasurer Williams. As of the end of November, the General fund was $386,403.44, the Water Department, $49,849.73, Fire Department $80,504.15, Trust and Agency $3,020.91 and Fire Department Bond Retirement Account: $152,435.76.

Departments

Water Department:

Dan Riley gave a brief update. DEQ inspected system and were impressed with the improvements. The new plow truck is back. The need to eventually replace the water mains was discussed. MDOT is taking care of some areas on the South side and they are covering the cost, which is approximately $400,000. The remaining water mains are old and will need to be replaced.

Fire Department:

The matter of radios carried by firemen and the need of using a mic was discussed Chief Thorp discussed purchasing a mic at a cost of $450 each and would like to purchase three, one for each truck. Williams made the motion with Witherspoon supporting, to purchase three microphones. Motion carried unanimously. (M-58-20)

Zoning Administrator.

Zoning Administrator report was discussed. The possibility of adding a deputy zoning administrator was discussed.

Old Business

Old Business: The short term rental ordinance and the recreational marijuana ordinance continued to be worked on.

New Business

Deputy Supervisor position: The matter of appointing Dave Christianson as deputy township supervisor was discussed. The deputy supervisor would work approximately five hours a week at a rate of $20 per hour. Williams made the Motion with Stewart supporting to amend the budget to move $4,000 from to general salaries to a line item for deputy supervisor’s salary (M-59-20)

EMS Update: Looking at fees and structure of ambulance service with City of Charlevoix. Working on forming an authority with other Townships and the City to reduce fees. Looking at all options.

Truck Bed Salter: Discussed a bid for $7,830 to purchase a truck bed salter to take care of Township parking lots Witherspoon made the Motion, with Stewart supporting, to purchase the truck bed salter. Motion carried unanimously. (M-60-20)

Trail Project: Elizabeth Calcutt gave a brief update of the proposed 46 mile trail between Traverse City and Charlevoix, called the Nakwema Trail. They will be having a public meeting next week. Looking for concerns or suggestions for the trail. Will keep board informed of their progress. Witherspoon.

Update from Supervisor: Williams made the Motion, with Stewart supporting, to allow the Clerk to pay the bills as presented. Motion carried unanimously. (M-61-20)
