Call To Order
The Charlevoix Township Board Meeting was called to order by Supervisor Center with Board Members Stewart, Williams, Ulrich and Witherspoon present.
The Minutes of the November 8, 2021 meeting were accepted.
The financial report was given by Treasurer Williams. As of the end of November the general fund was $212,207.81, the Water Fund was at $64,635.08, the Fire Department Fund was at $138,155.02 with the Fire Department Bond $154,335.68 Trust and Agency was at $3,263.97. The budget was reviewed and discussed.
Dan Riley gave an overview. No water quality complaints received this month with an increase in water consumption. The South tower inspection was completed, waiting for the report. Working on valve replacement without having to depressurize the system. Working on replacing Charlevoix Estate Meter with a cost of about $5,260, along with a meter bypass costing approximately $3,952. Discussed a meter for the old Kmart building with a cost of approximately $2,500. Discussed the equipment van. It is getting old with many issues. Discussed upcoming projects: work on the interior of the well houses next year; installed new drain at PaBaShan, installed new transformer at well 2; installed chlorine scales on the south side; new pump was installed on the south side. Justin Perkins has passed his water test. Discussed a 10% increase in pay. Witherspoon made the Motion, with Stewart supporting, to approve pay increase for Justin Perkins by 10%. All in favor. Motion passed unanimously. (M-63-21)
The fire department report was reviewed and discussed.
EMS has purchased a new van for transports; short a medic at this time.
Parks and Recreation:
Justin Perkins was present to give updates on the recreation department.
Discussed the proposed walkway from the playground to the recreation building along with soccer nets.
Zoning Administrator John Ferguson’s report was reviewed and discussed along with the status of Short Term Rentals.
Public Comment: None
Sarah Vanhorn, President of the Charlevoix Chamber of Commerce was present to discuss what the Chamber of Commerce has to offer and what they are presently working. An annual report was handed out for review.
County Parks and Recreation:
The county gives out up to $10,000 for a county entity. This year Marlene Golovich has put together two requests: one for soccer field nets and one for sidewalk from concession stand to the playground. Resolution number 21-010 pertaining to the walkway to the playground was
discussed. Williams made the motion with Stewart supporting to approve Resolution 21-010, All in favor, motion passed unanimously (M-64-21) Resolution 21-011, pertaining to the soccer nets and goals was discussed; Witherspoon made the Motion with Ulrich supporting to approve Resolution 21- 011 All in favor. Motion passed unanimously. (M-65-21)
The old senior citizen building on Norwood Road is now in control of the Township and looking for a new use for it. The Board will take a look at the building to ensure the building is ready for the winter. Board will take a walk through after the key is acquired.
Williams made the Motion with Stewart supporting to pay the bills. All in favor. Motion carries. (M-66- 21)
