Call to Order
The Charlevoix Township Board meeting was called to order by Supervisor Center with Board Members Rajewski, Christiansen, Williams and Witherspoon present.
The minutes of the regular August 13, 2018 Board meeting were accepted.
The financial report was given by Treasurer Williams. As of the end of the August: General Fund $345,770.97; Water Fund $375,949.76 and Fire Department $43,042.55.
Dan Riley gave an overview of the water department. The proposed postcard to send to residents with information regarding new water meter installation was discussed. The language on the proposed post card needs to be clear that there is only a cost to residents who have an irrigation meter. They will start with installation of 12 meters and get the cloud up and running and then start training. Quotes for painting of the pie were discussed. Christianson made the motion, with Witherspoon supporting, to go with the quote from All In One in the amount of $3,225. Motion carried unanimously (M-57-18)
Fire Department – no update.
Public Comment: Mr. Haggard suggested that the Board should write a letter to the Historical Society to inquire if there are finances that they may have or if they are able to help write a grant to help cover costs to repair the pie.
Elmer’s Construction purchased C.H. Smith’s property on U.S. 31 South, just before the Krist gas station. There is a two-track that goes back to the city area. There is no address associated with the property because the road is not named. Christianson made the motion, with Rajewski supporting to name the road Lake to Lake Trail Road. Motion carried unanimously. (M-58-18)
A letter was received from Laura Stebe requesting funds for the Skate Park. Witherspoon made the motion with Rajewski supporting, to donate $500 to the Skate Park. (M-59-18)
John Dittmar was present to discuss a lot split revision on the south line of his property, which was It has been approved by the zoning administrator. Rajewski made the motion, with Christianson supporting, to approve lot split revision as indicated on signed copy. Motion carried unanimously. (M-60-18)
A critical dunes request received from Landscape Logic was discussed. Dan Ulrich was present to help clarify the process. Landscape Logic is asking for a letter of no objection (This request has also been sent to the Health Department, the Conservation District and the County Soil and Erosion) to help speed the process along. Residents on McSauba Road are replacing an existing boardwalk with a hard surface pathway for better access to the property. Williams made motion with Christianson supporting, stating that the Charlevoix Township Board of Trustees has no objection to this project as long as the Charlevoix Township 3.16 Critical Dunes Area Ordinance is followed. If in fact the other agencies approve this request, it still must come back to the Township for a zoning permit. Motion carried unanimously (M-61-18)
A letter was received from the Department of Treasury regarding assessing. A perfect score was received.
Recent FOIA requests were received requesting copies of the 2016 general election ballots.
Rajewski made the motion, with Williams supporting, to allow the Clerk to pay bills presented Motion carried unanimously. (M-62-18)
Public Comments: John Haggard mentioned about deer population and wants the Township to encourage hunters on the preserve area to help reduce the number of doe population. He also brought up the elementary school and feels the Township should take a stand on the future use of the building once the school leaves it. Shirley Roloff also commented on the possible usage of the elementary school.
