Call to Order
The Charlevoix Township Board meeting was called to order by Supervisor Center with Board Members Rajewski, Christiansen, Williams and Witherspoon present.
The minutes of the regular April 9, 2018 Board meeting were accepted as presented.
The financial report was given by Treasurer Williams.
Aaron Nordman of PEI gave an overview of the water department. Discussed the need for a policy/procedure on how to handle issues with the Cross Connection Control Program. It was requested that PEI do follow up with enforcement of the Cross Connection Control Program.
Brought MISS DIG information for review and signatures. Reviewed Gosling Czubak report and the discussed the resolution of the issues so far. Included quotes for the meter replacement program. Nordman suggests ultrasonic meter and add on the remote reading portion. Also attached were quotes for electrical work at well house
Public Comment: Sheriff Vondra spoke briefly regarding his 2017 annual report. Gave an update on eviction process and discussed the letter from the jail administrator.
Alec Amstutz of DCL and Buck Love from NLEA to discuss the possibility of a plant rehabilitation district.
Meeting Adjourned to Public Hearing:
A public hearing was held to discuss DCL, Inc.’s request and future plans by for the Charlevoix Warehousing (old Viatec) building. They would like renovate the property under the Obsolete Property Rehabilitation Act (OPRA).

Letter from J. Haggard of Haggard Plumbing and Heating was read stating his approval of the establishment of the Plant Rehabilitation District. Further discussion was held.
Supervisor Center read into record Resolution #18-001 (attached) regarding the establishment of the Plant Rehabilitation District. Christianson moved and Rajewski seconding that Resolution #18-001 be adopted. Motion carried unanimously. (M-20-18)
The Site Planning proposal for planting on Waller and Martin Road. Subject tabled to get other bids.
A proposal for a dock on Lake Shore Drive was discussed. The quote to fab, deliver and attach a one piece 40-foot skid pier with wood attached for $12,600 or $13,400 with the installation of the dock. Williams made the motion, with Witherspoon supporting to accept bid of $13,400 to purchase dock (M-21-18). Motion carried unanimously.
A property split was discussed regarding the Pearl Rowe/Dettmer property on Lake and Upright. Williams made the motion, with Rajewski supporting to approve lot split (M-22-18). Motion carried unanimously.
An update was given on a $10,000 grant received from the County Millage appropriation for rubber mulch nuggets to replace the wood chips in the playground area. The total cost is $12,940.00. The Township will be responsible for $2,940. Rajewski made the motion, with Christianson supporting, that the Township provide the remaining $2,940 (M-23-18). Motion carried unanimously.
Rajewski made the motion, with Williams supporting, to allow the Clerk to pay bills presented and appropriated. Motion carried unanimously. (M-24-18)
Public Comments: Comment was made about the condition of Bells Bay Road. Lauren Carey, property owner on Pleasant Street, would like the Township to look into conditions of drainage ditches. Her basement, as well as many neighbors, flooded during the last storm. It was noted that it is an issue for the County Drain Commissioner.
Fire Department: Fire Chief Thorp spoke regarding the need for a tractor for jobs around the Township. He provided a quote for about $42,000 for a Kubota tractor. The matter was tabled for further discussion and review.
