Call to Order
The Charlevoix Township Board meeting was called to order by Supervisor Center with Board Members Christiansen, Williams and Witherspoon present. Rajewski was absent.
The minutes of the regular November 12, 2018 Board meeting were accepted.
The financial report was given by Treasurer Williams. General Fund $370,390.53; Water Fund $66,548.04; (General Fund owes the water fund $100,000.00 which will be paid back now that taxes are coming in) Fire Department $76,067.19 and Trust and Agency is $2,503.46.
Water Department: Leak on the tower, which has been fixed and should be under warranty work. About 500 meters have be installed. The new back hoe is working well.
Fire Department: No updates from Chief Thorp.
Ed Hunt from Integrity Construction Management Contract discussed providing construction management services for the construction of new fire. They will take the project from where it is now through completion. They will help to facilitate architect and engineers and final design package approved and final construction drawings, They will put the project out for bidding for the subcontractors. Then Township is involved in who is used for the project. Then contracts are written for about 25 different subcontractors. Fees are broken down into two different parts – small fee for pre-construction services, which includes up to groundbreaking. The remaining fees provides all construction management once they break ground. The timeline is final design and construction documents through February. The month of March will be bidding and contract awards to begin mid-April and completion should be in December 2019. Christianson made the motion with Williams supporting to accept the Integrity Construction Services contract Motion carried unanimously (M-73-18)
Public Comments: Wanted to confirm that subcontractors will be paid in a timely manner.
Luther Kurtz and Bob Bosh to discuss the proposed multi-use trail. They have petitioned the State to change the old trail, which went up Bridge Street and across 31 at the curve. They proposed to take it down Dixon and up Mercer and on to the industrial park. This has been approved by the State. A north bound route is still needed. They propose a multi use path (not just a bike bath) to go north of the golf course and north of the new county building and down to Division Street. It would continue down Michigan Avenue in a single lane to Bridge Street until the bridge. Would provide this area as more of a destination and hopefully bring business to area. The dangers of Michigan Avenue were discussed. Mr. Bosh and Mr. Kurtz are looking for input and possibly support of the proposed trail. It was stated that they should prepare a resolution and it will be placed on a future agenda.
Public Comments: Concerns were brought up regarding using Michigan Avenue as the corner is narrow for bikes and cars Mr. Haggard is in favor of the multi-use path but is against the County buying the school.
The employee pension contribution was discussed to approve Township contribution to employee pension fund. (Pertains to Dan Riley and Greg Seese) Christianson made the. Motion, with Williams supporting to have the Township contribute 4% to Employee’s Pension. Motion carried unanimously (M-74-18)
Christianson made the motion, with Williams supporting, to allow the Clerk to pay bills presented. Motion carried unanimously. (M-75-18)
Public Comment: It was discussed that the Township tools should only be used for the Township and not for personal use. Asked about usage amounts which did not show up on bills. This will be corrected soon.
