Call to Order
The Charlevoix Township Board meeting was called to order by Supervisor Center with Board Members Rajewski, Christiansen, Williams and Witherspoon present.
The minutes of the regular March 12, 2018 Board meeting were accepted as presented.
The financial report was given by Treasurer Williams. As of the end of March, the General Fund had $610,504.37; Fire Department $40,430.42, Water: $416,408.45 and Trust and Agency: $4,391.40, which represents all loans paid.
Brad Muma from PEI with an update on transition process: Rebuilt chlorine injector at the Country Club well site; bacti samples are good; change sampling on south side to include Krist gas station. Implementing Cross Connection Control Program; finish hydrant survey; working on valve locating and mapping, along with valve turning; will work on flushing hydrants by the end of the month; have collected meters and sent some out for calibration; in the process of getting quotes on meter replacement/updates. Working on a well rotation system; Inventory of parts has been started to ensure that parts on hand for emergency repairs.; working on MISS DIG.
Public Comment: It was suggested that improvement was needed on how residents were notified of issues. It was noted that the Township Emergency Response Plans does fall within the DEQ guidelines. It was confirmed that the township bills other 1 ½ times the rate is charged to those outside of the Township.
Alec Amstutz of DCL and Charlevoix Warehousing. Looking on expanding at Charlevoix Warehousing and working on proposal for industrial development district as well as a plant rehabilitation district to allow them to rehab property. Believes it will take 8 to 18 months to complete. May offer retail or office space on US31, the back portion would be a manufacturing space, offices, covered courtyard and loading dock. Should create around 25 new jobs. A site plan will be obtained and he will keep the Township updated on the progress of the project.
Jeff Winegard, executive director of the Trails Council requested $5,000 to support the Charlevoix to Traverse trails, specifically the design engineering costs for the 10 mile trail which will run through Fisherman’s Island and which would eventually connect through Elk Rapids and down to Traverse City. Witherspoon made a motion, supported by Christianson, to approve $2,500. Motion carried unanimously. (M-15-18)
Dan Barron requested the Township approve the 3-year contract to support the Charlevoix Venetian Festival as it has in the past. It was pointed out that the Township also supports the Festival by paying the Fire Department for traffic control. Williams made a motion, supported by Rajewski, to approve contract. Motion carried unanimously. (M-16-18)
Spring Clean Up is tentatively scheduled for May 7, 8 and 9 for the same price as last year. The wood chipping is offering to do it the week of May 21 at the same rate as last year. Witherspoon made a motion, supported by Rajewski, to approve bids and dates. Motion carried unanimously. (M-17-18)
Supervisor Center contacted the dock builder who will give a price for a dock at the St. Marys launch.
Accepting applications for seasonal employee until April 12th.
Rajewski made the motion, with Williams supporting, to allow the Clerk to pay bills presented and appropriated. Motion carried unanimously. (M-18-18)
Public Comments: Suggested that the DNR might put a dock in the St. Marys launch.
It was brought up that the Planning Commission Meeting has been moved from April 18 and will now be held on April 25.
It was suggested that temporary signs could be placed around the Township when hydrants are being flushed.
Dan Riley discussed a quote of $3,000 from Eco Blasting to complete the sandblasting of the water tower well houses. Christianson made a motion, supported by Williams to approve the bid as presented. Motion carried unanimously. (M-19-18)
